It sits between the GW client and DirectX (the windows component responsible for advanced graphics among other things) and waits for the GW client to say "Mr. DirectX, please draw Texture #1 on the screen," intercepts that message and replaces it with "Mr. DirectX, please draw Texture #2 on the screen." Neither the client nor the DirectX files are altered; rather the communication between them is altered.
Is this changing the software? That depends on whether you take a ones-and-zeros approach or an algorithmic approach to defining software (and, if you take an algorithmic approach, where you draw the line between the client software and windows software).
Does any of this matter? Not really. The powers that be have said that texture modding is OK, so texture modding is OK.
My understanding of Gaile's and Emily's posts can be summed up as follows. I'd appreciate official verification/correction.- Texture Modding is permitted. You will not be banned for it.
- If other forms of modding become possible in the future, whether or not they are permissible will decided at that time, based on whether they can or do convey unfair in-game advantages.
- There is no technical support for texture modding. Don't pester support about problems with mods/modding.
- The original textures themselves are copyrighted works of art, so, if you extract them, don't use them for non-GW purposes prohibited by copyright law.
Does that about cover it?

Many youth (ages 8 to about 16) are VERY careless about computer security. I help a lot of friends with their home PCs and the number one security breach is their kids. Unbeknownst to you, the "mod" is also a "trojan." It logs all your key strokes and sends them over the internet to a bunch of bad guys. They read the keystrokes and see when you typed in the e-mail and can see the password typed right after it... They login into your account when you're offline. They transfer all your stuff into one of their chars and then leave you a naked wammo (albeit with a lightsaber).
I have friends in-game who had this happen to them. And then they use your naked character (while you're away) to advertise their site in-game. And when people report the nude dude, your account gets banned, not theirs. It's pretty insidious.
So, to all the young guys who are excited about downloading these mods... DON'T Download any mods off the internet.
Unless you're computer savvy, you're better off without a lightsaber.

I'd say this is a pretty strong argument for why a trusted, unified repository be created.

Awsome, I can finally change the colour of my ele's hair! On another note it's interesting how ANet said a while back they couldn't providing an option for the old UI designs, yet people have all ready managed to make their own.
Anyway hopefully this will restore my interest in GW until GWEN comes out.

I hope modders will be kind enough to provide modular content (image files or tpf for individual features) in addition to their tpf files. Users may like only radar with spirit range and 50-80 health bars. It would be nice to get organized eventually and create a website with links listed by category to both comprehensive mods and some smaller scale individual feature mods such as radar with spirit range. Some kind of wiki page perhaps…

Hm. Does anyone have a different download link? My virus scanner keeps deleting the textmod.exe because it think it's a Trojan (the .exe I've been using is fine though, for some reason)

Hard to say. They've said "hey yeah it's cool if you go ahead and mod", but yeah, you are right that this could potentially get you banned, perse. But I'm not entirely sure, there was a post a page or two back that brought this to attention. I remember being a little more relieved when I read it, though.

TexMod has been around for soooooo long its trusted by so many modders(Infact wiki links to a TombRaider site for download). I can go on for ever naming games that have been modded with TexMod.

that sounds like a great waste of time since theres already a perfectly functional free program.

yea sure it works fine no doubt about it. However it is still consideret a third-part program by guildwars, so there is still a chance it will result in a ban. If there where a official program made to interact with the game, this problem could be solved.

I support what you guys are going here, and I think it is great! When GW2 is released, the ability to mod GW1 might play a big role in people still playing GW1.

It's not TexMod that is in question - it is said lightsaber mod it runs that is in question.
And yes, until there is a trusted mod page up, I would not recommend anyone without computer knowledge from using these. Even if the modder who created the file is trusted, it is possible for the file to become infected from outside sources before you download it.
Now to the positive side - I can't wait for some mods that peak my interest to show up : )
